In a way, yes.
The different areas lock when you go into them, but games worth buying on xbox one are higher level area ranges the further you get from the starting games worth buying on xbox one />So if you go into a level 7-10 area at level 6, it will lock the enemies at level 7.
If you went there at level 9, the enemies lock at level 9.
But there is always a minimum level in each area, so you cannot lock the entire game to level 3 buy running into each area early on at level 3.

So if you go into a level 7-10 area at level 6, it will lock the enemies at level 7.
If you went there at level 9, the enemies lock at level 9.
