No, it's not the same thing.... PCI-E 2.0 is a new specification for the PCI-E interface. However, PCI-E 2.0 cards should be backwards compatible with PCI-E slots. In fact, I had a 2.0 Radeon 4870 installed in a PCI-E slot and it worked just fine. You're losing bandwidth which should impact performance, but it should still work.
